Why are European plugs virtually all the same, but UK plugs are different?

Can someone tell me why the design for continental European plugs for electrical appliances are virtually all the same (except for minor alterations which don't stop you using them in a different country) while UK and Ireland is totally different? Who decided on the design for the UK and why did they make it so different?
