My horsse has not grown any since she was 6 months old?

a href="http://i1119.photobucket.com/albums/k630/leolover2/100_1555.jpg" rel="nofollow"http://i1119.photobucket.com/albums/k630…/a well this is one of my horses both of her parents are very big. she is two years old now but she does not look like it. my friend shelly has a horse that is 3 months younger than her and is huge but its parents are not nearly as large as mine. my yearling was starved when she was younger and so was her mother, but they were rescued my friend owns her mother. and i got this horse when she was 6 months old. she has only grown half an inch since i got her... could it be because she was starved when she was little? shelly thinks that is the reason? she is very healthy and fat just not tall. both of her parents are walking horses 16 hh high. her brothers and sisters are huge compared to her. she is the seize of a pony. do u think she will all ways be like this?? why?? and i know they still grow for a few more years but could some thing cause her to completely stop growing at a young age?
